The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) introduced new requirements for the safe provision and use of lifting equipment.
If you own or manage a lift in a workplace (e.g. facilities managers, site supervisors), you are a ‘dutyholder’ under LOLER. This means that you have a legal responsibility to ensure that the lift is thoroughly examined and that it is safe to use.
By law, thorough examination must be carried out by a competent person:
• Every 6 months — if the lift carries people
• Every 12 months — if it only carries goods
• After significant repairs or modifications
• Following any incident or damage
While preventive maintenance involves routine servicing, a thorough examination is a formal assessment aimed at verifying safety and regulatory compliance.
