HSE Safety Notice: Correct Use of Excavator Safety Control Levers and Isolation Devices

The Health and Safety Executive (HSE) has released a new safety notice highlighting the risks associated with excavator operations when safety control levers or isolation devices are not used correctly. This important guidance applies to excavator operators, slingers, and anyone working within the operational arc of lifting plant.

The Risk of Unintended Movement

Excavators and similar mobile plant present a significant hazard if left running without being isolated. Research shows that unintended movements can and do occur, even when the machine appears to be at rest. If workers are within the working arc of the excavator or a suspended load, they are at serious risk of being struck.

By engaging the safety control lever (often referred to as the deadman’s handle) or applying another suitable isolation method whenever the machine is idling, operators can prevent these dangerous unintended movements.

Responsibilities for Dutyholders:

The HSE reminds all employers, contractors, and site managers of their legal responsibilities to:

Failure to follow this guidance could result not only in enforcement action but also in serious accidents or fatalities.
